What you need before changing the image
A target size is a byte ceiling from a website, form or message system. It is not a promise that the app can create an image at that exact number. Keep the original, write down the real limit and decide whether the destination accepts JPG, PNG or WebP. JPG often suits photographs, while PNG is useful when sharp graphics or transparency matter.

If the goal is reached, check dimensions, text edges, gradients, transparency and artifacts. If it is not, choose a larger limit or another format.
Checkpoint: check the bytes and the picture
Compare the reported file size with the destination's actual byte limit, including any safety margin. Then open the result at normal viewing size and inspect text, faces, edges, gradients and transparency. A file that fits the limit but no longer serves its purpose is not a successful result.
If the image stays above the limit
Confirm the measured output in bytes, not the quality slider. Try a smaller pixel size or a format suited to the picture, then inspect text, faces, edges, and transparency. The app reports when it cannot reach the requested limit with the allowed settings. It does not silently keep an unreadable result.
