Decision summary

Choose a focused local PDF task

Choose one task at a time and keep the original. Check the pages, text, links, forms, and protection settings in the new file.

Merge and organize pages

Merge files or split by ranges, every page, every N pages or selected preview pages. Rotate, reorder, remove and extract pages into a separate result.

Compress and convert

Compress toward a practical limit, export pages to JPG or PNG, or create a PDF from supported images.

Make scans searchable

Read supported PDFs and images with an installed OCR language pack, then create a searchable PDF, UTF-8 text, or an in-app preview.

Apply document controls

Add a visible signature or watermark, add an open password, remove a password you know and review supported metadata fields.

Before you choose

Who this app fits

Good fit when

Choose it for page changes, conversion, OCR, compression, and protection tasks on local PDFs.

Choose another tool when

Choose a full PDF editor, a certificate-signing service, or a tool designed for permanent redaction when the job needs those features.

Important limits

  • It is not a full text and layout editor.
  • OCR can misread names, numbers, tables, columns, handwriting and poor scans.
  • Compression toward a size is best effort, not an exact file-size guarantee.
  • Password removal requires the known password; unknown-password recovery is not provided.
  • A visible signature is not a certificate-based digital signature.
  • Merge does not preserve source bookmarks because bookmark copying is not available.
  • The Batch Queue lasts for the current app session and is not restored after the app closes.
  • Metadata cleanup is not redaction and does not remove visible sensitive content.
  • Corrupted, unusual, encrypted or signed PDFs can fail or lose behavior after modification.

System requirements

  • Windows 10 build 19041 or later, or Windows 11.
  • x64 processor.
  • Additional memory and time for large files, high-resolution pages and OCR.

  • Thumbnail cache can be set from 16 to 512 MiB. The starting value is 32 MiB.
  • The many-output warning can be set from 10 to 500 files. The starting value is 25.

Open a representative source

Confirm that it is readable and that any required password is known.

Apply one focused task

Select pages, settings and a separate output path before processing.

Verify the created file

Check page structure, visible quality, searchable text, links, forms and security properties that matter.

Installed PDF tools run without internetDocument processing and installed OCR packs run locally; selecting a new OCR pack starts its download.

Stays on your PC

  • PDF reading, page operations, conversion, compression and OCR processing run on the PC.
  • Input and output files remain under the paths you choose.
  • Installed OCR language data is stored locally.

Network actions and external links

  • An OCR language pack is downloaded only when you choose to install it, then verified before use.
  • A small update-metadata request runs once when the app starts, including after a legacy update toggle is turned off.
  • The supporter list is requested only when you open the Support page.
  • Support and download links open only after you select them.
  • PDF processing never uploads the document.

Straight answers

Frequently asked questions

Can PDF Tools edit paragraph text inside a PDF?

No. It is a focused PDF toolkit for page, conversion, OCR, compression, signature, password, metadata, recipe and batch tasks, not a full text editor.

Can it turn PDF pages into JPG or PNG files?

Yes. It can render selected PDF pages as JPG or PNG images. Selectable text, links and forms do not carry into page images.

Which images can be used to create a PDF?

The documented inputs are JPG, JPEG, PNG, BMP, single-frame TIFF and WebP.

Does OCR guarantee correct searchable text?

No. OCR output must be checked against the page image, especially for names, numbers, tables, columns and poor scans.

Can it remove a PDF password I do not know?

No. Password removal requires the known password and the app does not recover an unknown password.

Is a visible signature a digital certificate signature?

No. A visible signature is a page mark and does not provide cryptographic identity or tamper evidence.

Will compression always reach an exact file size?

No. Compression is best effort and the achievable size depends on the source and acceptable quality.

Does Merge keep the original PDF bookmarks?

No. Bookmark copying is not available, so inspect the merged document and rebuild required navigation with another tool before sharing it.

Is metadata cleanup the same as redaction?

No. Cleanup covers supported properties such as title, author, subject, keywords, creator, producer and custom details. It does not erase visible text, images, comments or every hidden data type.

Does the Batch Queue return after I close the app?

No. The queue belongs to the current app session. Finish or record important work before closing.

Are PDF files uploaded for processing?

No. PDF work runs on the PC. The app checks update metadata at startup, can download an OCR pack you select and can load the supporter list when you open Support, but those requests do not contain your PDF.
