What you need before merging PDFs
Merging places complete PDFs one after another in a new file. It does not edit their paragraph text. Open every source, record its page count, remove duplicates and decide the exact order. Bookmark copying is not available, and changing a signed PDF can make its existing certificate signature show that the document was modified.

The merged page count should equal the page counts you recorded for the sources. Open the first and last page of each source within the new file, then test any links, forms or signature state that matters. Keep all source PDFs until the merged copy passes those boundary checks.
If a source is rejected or the result behaves differently
Reopen the source, confirm that any required password is known and try a separate copy. Corrupted, encrypted, unusually structured or signed PDFs can fail or lose interactive behavior. Rebuild required bookmarks with another tool instead of assuming the old bookmark tree remains.
