What you need before changing PDF pages
A PDF position counts from the first file page. A printed number is the label visible on the page. A cover or Roman-numbered introduction shifts that label away from the file position. Select by thumbnail and surrounding content, not by a printed number alone. Keep the original because page changes can also make an existing digital signature show that the document was modified.
Make page-level changes safely
Keep the source unchanged
Save the organized result under a new name until the review is complete.
Select by visible page
Confirm whether the document uses printed page numbers that differ from its PDF page positions.
Apply the intended operation
Reorder, rotate, remove or extract only the selected pages.
Compare the result
Check page count, order, orientation and the pages immediately before and after each edit.
Checkpoint: compare the edited boundaries
Open the new file and confirm its page count and order. Check the first and last selected page plus the page immediately before and after every move, deletion or extraction boundary. If anything is missing or out of place, discard that result and restart from the unchanged source.
If the wrong page moved or disappeared
Stop using that result and return to the unchanged source. Rebuild the selection from visible thumbnails, checking the page before and after every boundary. Page removal is not secure redaction, and drawing over sensitive text is not a substitute for a verified redaction workflow.
